PAP Commences Second Phase of Laptop Distribution to Scholarship Beneficiaries

The Presidential Amnesty Programme (PAP) has commenced the second phase of laptop distribution to its scholarship beneficiaries deployed to various Nigerian universities for the 2024/2025 academic session.

According to a statement by the Special Assistant on Media to the PAP Administrator, Mr. Igoniko Oduma, the exercise is in line with the directive of the Administrator, Dr. Dennis Otuaro, aimed at enhancing learning and research among the students.

The first phase of the distribution, carried out between April and May 2025, saw over 663 final-year students receive the mobile computing devices. That phase also featured physical verification and an orientation programme for beneficiaries resuming under the PAP scholarship scheme.

Speaking on the ongoing second phase, Dr. Otuaro reaffirmed his commitment to supporting scholars under the programme, noting that the initiative was part of his earlier promise during his 2024 tour of partner universities.

“Our decision to provide laptops is informed by their critical role in academic success. This gesture underscores our resolve to ensure our scholars are well-equipped for learning and research,” Otuaro said.

He urged the beneficiaries to make judicious use of the devices and to justify the Federal Government’s investment in their education through hard work and dedication.

“We expect you to take your studies seriously and avoid any acts capable of undermining your future. The PAP will continue to stand by you as you strive for academic excellence,” he added.

The PAP Administrator reiterated his commitment to advancing the objectives of the programme in line with President Bola Tinubu’s Renewed Hope Agenda, which he said prioritizes the socio-economic transformation of the Niger Delta.

Dr. Otuaro also expressed appreciation to President Tinubu for his continued support of the PAP, describing it as a demonstration of the President’s commitment to closing the human capital development gap in the region.

He called on youths and stakeholders in the Niger Delta to reciprocate the President’s goodwill by supporting his administration’s development initiatives.

“We will continue to consolidate on the gains of the Presidential Amnesty Programme to complement the Renewed Hope Agenda and foster sustainable peace and growth in the Niger Delta,” Otuaro assured.
