The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has affirmed that President Bola Ahmed Tinubu is adopting a deliberate and strategic approach to fast-track development, economic growth, and lasting peace in the Niger Delta.
Otuaro made this known on Saturday during a town hall meeting with PAP stakeholders and members of the Niger Delta community in Lagos. The event was hosted by prominent activist and Founder/President of the Ijaw Monitoring Group, Chief Joseph Eva.
The gathering drew notable regional leaders, including the Chairman of the Ijaw National Congress (INC), Lagos Chapter, Prince Tonye Harry; Prof. Dauphin Moro; Engr. Titus Posibi; Chief (Mrs) Amarian Benedicta; Chief (Mrs) Ogbogbo; Evangelist Agboro; Chief Emmanuel Fiawe; Robert Fiawe; Elder Regent Youmor; Mrs. RoseMary Aluko; and the Chairman of the Ijaw Youth Council (IYC), Lagos Chapter, Comrade Owen Naphatin.
In a statement signed by his Special Assistant on Media, Mr. Igoniko Oduma, Otuaro said the president’s Renewed Hope Agenda is steadily transforming the region, particularly in the areas of security, development, and peacebuilding.

He noted that the Tinubu administration has not only restored peace to the area but is also delivering on key promises in human capacity building and infrastructural development.
According to him, strong presidential support reinforced by the National Security Adviser, Mallam Nuhu Ribadu, has enabled the PAP to expand its scholarship scheme and record significant progress in vocational training and stakeholder engagement.
Otuaro disclosed that the in-country scholarship allocation increased from 3,800 beneficiaries in the 2024/2025 academic year to 3,900 in 2025/2026, while foreign scholarship placements rose to 200. He assured stakeholders that PAP would continue widening access to tertiary education and skills development for indigent youths across the region.
He stressed that human resource development remains central to securing the region’s socio-economic advancement and sustaining peace.
While appreciating President Tinubu for his unwavering support, Otuaro expressed confidence that the Niger Delta would witness even greater development strides after the president’s anticipated reelection in 2027.
“One thing you must know about His Excellency, President Bola Ahmed Tinubu, is that he is very strategic and systematic in addressing issues of development, socio-economic growth, security, and sustainable peace in the Niger Delta,” he stated.
“You can all see the positive results of his deliberate policies. His massive support has enabled us to expand the PAP scholarship scheme, and we hope to enroll even more students from communities deeply impacted by past conflicts.”
He also thanked the President and the NSA for entrusting him with the leadership of the PAP and urged Niger Deltans to continue supporting the administration.
In his remarks, host Chief Joseph Eva applauded Otuaro’s leadership, saying his achievements in human capital development, vocational training, and peacebuilding were proof of his competence and vision.
“I have known Dr. Otuaro for many years. He is focused and committed. His achievements so far are not surprising. We have confidence in his leadership and dedication to the development of the region,” Eva said.
The event climaxed with the presentation of the Best Iconic Administrator Award to Dr. Otuaro by Niger Delta stakeholders.
