Ijaw Youths Network Applauds Dr. Otuaro for Transformative Scholarship Initiative in Niger Delta

The Ijaw Youths Network (IYN) has commended Dr. Dennis Otuaro, Administrator of the Presidential Amnesty Programme (PAP), for his unwavering dedication to advancing education and development in the Niger Delta. This acclaim follows the recent awarding of scholarships to over 3,000 young Niger Delta indigenes under the PAP scheme.

In a jointly signed statement by IYN’s National Coordinator, Frank Ebikabo, and Secretary, Federal Ebiaridor, the organization highlighted the crucial role of Dr. Otuaro’s leadership in tackling the region’s persistent educational deficits. The scholarship awards, they noted, represent a significant stride toward addressing the human capital shortfall that has long hindered the socio-economic growth of the Niger Delta.

Among the key initiatives extolled was the strategic placement of 141 students in UK universities to pursue specialized academic programs. According to IYN, this move aligns with a broader vision to nurture a new generation of professionals poised to drive sustainable progress across the region and the nation.

“Education remains the cornerstone of lasting peace and prosperity,” the statement emphasized. The IYN believes Dr. Otuaro’s focus on higher education and vocational training is a forward-looking approach that not only promises immediate benefits but also lays the foundation for long-term stability in the Niger Delta.

The group also acknowledged the invaluable oversight provided by National Security Adviser Mallam Nuhu Ribadu, whose role in ensuring the effective management of the Amnesty Programme has been pivotal in maintaining peace and fostering development.

As Nigeria approaches the 2027 general elections, the IYN urged Niger Delta youths to rally behind Dr. Otuaro’s vision and continue supporting the current administration under President Bola Tinubu. The organization underscored the importance of collective effort in sustaining policies that uplift the region.

Reflecting on the program’s past achievements, IYN noted that thousands of youths have benefitted from PAP scholarships and vocational training, with an additional 161 students slated for study in the UK in the 2025/2026 academic session.

“We have closely followed the Amnesty Programme’s progress under Dr. Otuaro, and its impact has been nothing short of remarkable,” Ebikabo said. “His belief in education as a transformative tool for development is commendable.”

The IYN called on all stakeholders to stand firm in supporting Dr. Otuaro’s mission, urging unity among the Niger Delta people to continue driving educational empowerment and regional advancement.
