Nine beneficiaries of the Presidential Amnesty Programme (PAP) foreign postgraduate scholarship scheme have successfully completed their master’s degree programmes in the United Kingdom.
The scholars, deployed for the 2024/2025 academic session under the leadership of the PAP Administrator, Dr. Dennis Otuaro, graduated from Anglia Ruskin University, the University of Dundee, and The University of Law, with fields of study cutting across cyber security, data science and engineering, law, construction and civil engineering management, project management and ICT.
In addition, 771 PAP scholarship beneficiaries are expected to graduate from various universities across Nigeria in 2025.
Speaking at the graduation reception held in honour of the UK scholars in London on Wednesday, December 3, 2025, Dr. Otuaro congratulated the graduates on their remarkable feat, noting that completing their programmes within the stipulated timeframe reflected their commitment and seriousness.

According to a statement issued by Mr. Igoniko Oduma, Special Assistant on Media to the PAP Administrator, Otuaro praised the scholars for justifying the Federal Government’s investment in their education. He urged other beneficiaries to remain focused and avoid distractions in their academic pursuits.
“We congratulate these scholars on their successful graduation. It shows that they took their studies seriously. That is what we demand of every scholarship beneficiary, whether at the undergraduate or postgraduate level,” Otuaro said.
The PAP Administrator reaffirmed his commitment to expanding educational opportunities for indigent students of Niger Delta origin, stressing that bridging the region’s human capital gap remains a priority.
He disclosed that 3,800 beneficiaries were deployed to Nigerian institutions in the 2024/2025 session, while the number was increased to 3,900 for the 2025/2026 academic year, including 200 foreign scholarship slots.
So far, 7,700 students have been deployed within Nigeria under the PAP scholarship scheme in less than two years, while 162 students have been sent abroad for postgraduate studies in specialised fields.
Otuaro emphasized that these initiatives align with the Renewed Hope Agenda of President Bola Ahmed Tinubu, who has given unprecedented support to PAP due to his commitment to the development and stability of the Niger Delta.
“Our decision aligns with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, for the Niger Delta. We will continue to create more higher educational opportunities for students from indigent backgrounds in our region,” he said.
He added that PAP is also strengthening its mandate in informal education and other critical areas to promote sustainable peace and socio-economic development in the region.
