The Ijaw Publishers’ Forum (IPF), alongside the Ijaw People’s Development Initiative (IPDI) and other key stakeholders in the Niger Delta, has passed a vote of confidence on Dr. Dennis Otuaro, Administrator of the Presidential Amnesty Programme (PAP), as he marks two years in office.
The groups, in separate statements, lauded what they described as Otuaro’s visionary and reform-driven leadership, noting that his tenure has been characterised by institutional strengthening, expansion of foreign scholarship opportunities, youth empowerment schemes, and renewed peacebuilding efforts across the Niger Delta region.
In their declaration, the IPF commended the administrator for revitalising critical components of the amnesty initiative, including the restoration of foreign scholarship placements, marine training programmes, and vocational development schemes. According to the IPF, the interventions have directly benefited over 2,000 students and ex-agitators, thereby reinforcing the core objectives of the programme.

The group further noted that Otuaro’s collaborative leadership style has enhanced stakeholder engagement and fostered greater community participation in the implementation of the amnesty framework, strengthening confidence in the programme.
In a related development, the South-South Traditional Council and the Ijaw Youth Council Western Zone also commended Otuaro’s stewardship, citing his commitment to accountability, transparency, and human capital development. They described him as a “game-changer” whose leadership has brought renewed focus and direction to the programme.
The stakeholders called on political leaders and critical actors in the Niger Delta to sustain their support for the administrator, asserting that his two years of dedicated service have distinguished him among previous helmsmen of the programme.
