The Administrator of the Presidential Amnesty Programme (PAP), Chief Dr. Dennis Brutu Otuaro, has continued to demonstrate his administration’s commitment to youth empowerment through education, as the Education for Empowerment (E4E) Mandate Campaign resumed the distribution of laptops to beneficiaries of the PAP Scholarship Scheme.
As part of the exercise, officials of the PAP, under the E4E Mandate Campaign, on January 30, 2026, visited the Nigerian Maritime University (NMU), Okerenkoko, Delta State, where laptops were distributed to scholarship students to enhance their academic and research activities.
Speaking during the visit, the team leader, Engr. Sokoto Ebikonde Victor, said the initiative was in line with the core mandate of the Presidential Amnesty Programme to empower youths of the Niger Delta through education and capacity development.
According to him, the laptop distribution is aimed at improving students’ learning experience, boosting productivity and equipping beneficiaries with essential digital tools required for academic excellence in today’s technology-driven environment.
He added that the Dr. Dennis Otuaro-led administration remains resolute in making a positive and lasting impact on the lives of young people in the region through sustained investments in education.
The team further disclosed that the E4E Mandate Campaign would be extended to other tertiary institutions in the coming days, as part of efforts to deepen access to educational support and promote human capital development across the Niger Delta.
The initiative, the statement noted, has continued to attract commendations from stakeholders, who have praised Chief Dr. Otuaro for his dedication to educational empowerment and youth development.
According to the statement, the campaign aligns with the broader objectives of the Presidential Amnesty Programme, with a strong focus on education and skills acquisition as critical drivers of growth, peace and prosperity in the Niger Delta.
Meanwhile, beneficiaries at the Nigerian Maritime University, Okerenkoko, have expressed appreciation to Dr. Otuaro for prioritising education as a tool for development and empowerment, pledging to make judicious use of the laptops to enhance their academic pursuits.
